Sanya Central Business District establishes comprehensive service center for enterprises going global, aiming to create a service hub for the free trade port's overseas expansion

At the start of the new year, Leshines, a key enterprise in the Sanya Central Business District, is vigorously expanding its overseas business. As Lenovo Group's global supply chain empowerment platform, Leshines provides, for companies going global, integrated supply chain solutions covering multiple countries including the United States, Mexico, Brazil, Hungary, and Vietnam.

With the full implementation of the island-wide customs closure operation in the Hainan Free Trade Port, the demand for enterprises to expand into overseas markets and conduct cross-border investment and cooperation remains strong. To further implement the national "going global" strategy and the overall requirements for the construction of the Free Trade Port, the Sanya Central Business District, leveraging its existing industrial base and professional service advantages, recently established a comprehensive service center for enterprises going global, aiming to become a comprehensive service hub for enterprises in the Hainan Free Trade Port.


The Enterprise Overseas Expansion Comprehensive Service Center adopts a "government-led + market-oriented operation" model, operated by a wholly-owned subsidiary of Sanya Business District Development Group. Leveraging the fast-track ODI (Outbound Direct Investment) filing service established between the park and departments such as the Development and Reform Commission and the Commerce Bureau, it integrates resources from high-quality legal services, accounting firms, and financial services institutions to provide a one-stop service covering the entire overseas expansion chain for enterprises in the park and key industries of the Free Trade Port, including ODI filing, foreign exchange receipts and payments, legal compliance, cross-border finance and taxation, and overseas park connections. The center will construct a comprehensive service system of "four major service modules + online platform", implementing "one-window acceptance and parallel processing" to continuously improve the efficiency of approval services.

According to the "Development Report of Sanya Overseas Economic and Trade Cooperation Zone (2025) " by Shen Yuliang, a professor at the Shanghai Academy of Social Sciences and a decision-making consultant for the Hainan Free Trade Port, the Sanya Central Business District is positioned as a "two-base" for Chinese enterprises going global and foreign enterprises entering China. Leveraging the series of policy dividends of the Hainan Free Trade Port, such as "zero tariffs, low tax rates, and simplified tax system," as well as the advantages of its modern service industry base, it has gradually become the core platform for the Hainan Free Trade Port to connect with overseas economic and trade cooperation zones and serve enterprises going global in recent years.

It is understood that in 2025, the total investment of 22 companies registered for ODI (Outbound Direct Investment) in the park reached US$1.54 billion, accounting for 92.3% of the total investment in Sanya. The park has implemented a "fast track" for ODI registration in Sanya, established a full-process service system for companies going global, and achieved outstanding results in the overseas expansion of leading enterprises. It has attracted various high-quality market entities, including Fortune Global 500 companies and central state-owned enterprises, with headquarters enterprises accounting for more than 60% of the total in Sanya. High-end financial platforms such as international clearing houses have been established, significantly enhancing cross-border financial service capabilities. Simultaneously, innovative models such as Geely's "dual-park, dual-headquarters" model have been implemented, linking with overseas parks to create benchmark projects and achieving efficient "one-stop" services for cross-border investment and settlement.

Next, with the launch of the free trade port's customs closure operation and the concentrated release of a series of policy dividends, the Sanya Central Business District will promote the upgrading of the “two-base Sanya Demonstration Zone. Relying on the comprehensive service center for enterprises going global, it will continue to deepen cross-border cooperation, explore the construction of a dual-database linkage investment promotion mechanism of "overseas high-quality park database + Sanya overseas enterprise database", strive to enhance the status of the global special economic zone cooperation node, help enterprises "go global" and "bring in" overseas resources in a two-way manner, and promote cross-border cooperation to a higher level.
